I bought an ink pad and ink for the first time. The ink pad is dry. No directions.?

"I can add water (if so what is the best way to apply water) or is there some kind of solution i supposed to buy?

There are two types of ink pads. Dye ink and pigment ink. Water will be the ruin of both. You can buy reinkers to return to the same ink pad. I suggest you take your ink pad store who sell and show what you have. They can tell if you need to replace the ink pad or simply re-ink.
